2. Identify the Code used in the puzzle
Analysis: As there are only nine different icons, this cannot be a straightforward cipher where one icon represents one letter. However, since there are groups of icons broken out by spaces, the groups must be used to identify letters or numbers.
There are very few repeated icon groups, so a simple cipher cannot be formed using repeated icons either.
Noting the regularity with which any one icon follows another, it seems clear there is a flow of some kind to the icons. That leads to the concept of figuring out the best way to arrange the icons so that the flow will create a letter or number.
The correct pattern for the icons is this, which becomes the KEY to the puzzle:
